Hugh Gallagher serves as Senior Vice President and Head of the STAR Network at First Data. In his role, Hugh is responsible for the strategy and development of STAR, the third-largest U.S. debit network, and leads a multi-disciplinary network team in conjunction with First Data’s Technology and Operations organizations.

Prior to joining First Data, Hugh held executive roles with First Manhattan Consulting Group, SunTrust Banks, Edgar, Dunn & Company, eFunds Corporation, which is now part of Fidelity National Information Services, First Annapolis Consulting, and NBD Bank, which is now part of JPMorgan Chase.

As Executive Vice President of SunTrust, Hugh led the Deposits, Cards and Loyalty, and Payments Strategy teams and managed a $3 billion business. During his tenure, the bank successfully reversed years of market share declines, and it was named by Online Banking Report to the Top 10 Innovators list for work in alternative payments. Hugh’s prior general management experience also includes leading the payments business for eFunds, which provided software and SaaS payments solutions to banks, non-bank financial services providers, government agencies, and retailers, and developed one of the earliest surcharge-free ATM networks.

In his consulting roles, Hugh has advised C-suite and senior executive teams at financial institutions, leading private equity firms, non-bank financial services companies, and technology and other bank vendor organizations. His primary areas of consulting focus have included payments strategy, innovation, mobile, and other emerging technologies. He has served clients with market, corporate, and business unit strategies, identifying and advising on new revenue growth opportunities, product management support (pricing, product strategy/redesign, and investment strategy), and M&A support.

Hugh earned his MBA from the University of Chicago’s Booth School of Business and graduated with his Bachelor's Degree from the University of Illinois at Urbana-Champaign. A recognized industry thought leader, Hugh has been an invited speaker at conferences for the Bank Administration Institute, Consumer Bankers Association, Electronic Transaction Association, American Banker, and NACHA, and he has authored whitepapers and articles for a variety of publications including Banking Perspective by The Clearing House, BAI’s Banking Strategies, and Bank Systems & Technology.
