In response to a U.S. Department of Justice investigation, Visa Inc. has changed a rule that prohibited financial institutions from allowing merchants to waive entry of a personal identification number for most debit transactions, according to the DOJ. The department was investigating the rule's adverse affect on debit card industry competition. Visa has for some time has allowed merchants to waive the signature requirement on certain signature-debit transactions, including transactions of less than $25.
