Nearly two months after Capital One Financial Corp. ended two decoupled-debit pilots at Sheetz Inc. and Ukrop's Super Markets Inc., the McLean, Va.-based company is soliciting customers nationwide with a new offer. In the latest test, Cap One is offering a decoupled debit card that comes with a $19.95 annual fee, but cardholders earn two reward points for every dollar spent with the card, a Cap One spokesperson tells CardLine. "We have offered multiple variations of the product across a variety of channels," the spokesperson says. "[It is] all a part of a broad learning agenda that is ongoing."
