Electronic Clearing House Inc., a Camarillo, Calif.-based transaction processor, has named William Wied as its new chief technology officer. Wied previously was director of software technology at TransCore LP/Roper Industries in Scottsdale, Ariz.
  Biometric provider and processor Pay By Touch has named Bill Townsend executive vice president, office of the CEO. Townsend previously was a partner and managing director at Interminds LLC, a management-consulting firm. The company also named Gary Bender as vice president of biometrics, overseeing biometric technology applications.
  Sandra Brahn has joined Genesis Financial Solutions Inc., a Beaverton, Ore.-based credit card account originator, as director of card acquisitions. Brahn previously was senior business development manager at Capital One.
  Payment-services provider Pemco Technologies has promoted Tanya Packer to the position of director of business development. Packer joined the company in 1998.
